        The KCSA Resident’s Survey of May 2007 presented the proposed towers as the only way to improve cell phone service inside kingsmill. it was “all” or “nothing”.

        The proposed towers do not comply with James City County ordinances for camouflaged wireless communications facilities.

        Local management, wearing dual hats for KCSA and Busch Propertiers, consistently demures to Verizon and AT&T and refuses to engage with residents.

        The Verizon attorney, Mr Stephen Romine, stated that the proposed towers would not necessarily improve service for residents beyond Wareham’s Pond, down Tutter’s Neck, in the lower half of Fairfax Woods, or in low lying areas. This amounts to approximately 30% of all Kingsmiill residents.

        Verizon and AT&T have antennas at the county Mount’s Bay complex which could be modified to improve service in Kingsmill.

        A tower has been proposed by Verizon for the eastern end of Kingsmill on Brewery property. This would improve service in Kingsmill, especially if done in conjunction with improvements to the towers at the County complex. However, there has been no follow-up on this proposal.

        Newer, more sensitive cell phones may improve service for residents who are currently experiencing problems. Also, in-home amplifiers are available for individual installation.

        An independent survey of cell phone service in Kingsmill has never been conducted. The only recommendations have come from communications companies that are proponents of cell towers and who stand to gain financially at our expense.

        Distributed antenna systems and cell towers disguised as flag poles have been used very successfully in other residential communities. A flag pole antenna installed on KCSA property, as opposed to Busch property, could augment towers on the periphery of Kingsmill and at the same time provide income directly to KCSA.

        Kingsmill was designed as a low-rise community and this was written into the original Contract when Busch purchased the Kingsmill property from Colonial Williamsburg. There is no place for multi-story cell towers in a low rise community.

        Busch Management’s insistence on the proposed towers will give Kingsmill the dubious distinction of being the only gated community with two cells towers situated in its residential areas. These towers would be visible from several neighborhoods, as well as by people using Frances Thacker and Mount’s Bay Roads. The result will be an inevitable drop in property values.

        What is sorely needed is open communications regarding any problems with wireless communications in Kingsmill, this has not been possible. Although we have requested several times, that Kingsmill Management call one or two open meetings of Kingsmill Residents for a full discussion of any issues and alternative solutions, they have steadfastly refused to do so, creating friction I the Community.
